Dulis, there are many other baits you can use, that's just the best one I found (most specific for this fish). For the quest to unlock the new area, you only need a few european eels anyway.

Fish eye bait, medium hook, at bottom, abandoned pond, at night (only 3 fish can be caught this way). You'll get a lot of lobster (astacus or whatever it's called) but you'll get the eels eventually
According to you, it is full of them everywhere, fish eye I'm mean. If honestly got only few of them by spinning the Pearls.
